Without knowing your budget, we can not help you. Give us some numbers.
Cost, productivity, simplicity and an effective product are four totally different animals.
I use some software that is simple, yet un-effective in some areas. My effective and productive software is expensive and requires a substantial learning curve. My inexpensive software is marginally effective.
Some plotters allow cutting directly from Corel or Adobe and without knowing how much you have to spend, I'd say that would give you the most bang for your buck.
