when i send a job it is printing a black line at the beginning and the end of the image. Also the print head is moving the full width of the media, how can i get it to just print where the image is?

i believe that is part of the splitting settings. its in the menu on the mutoh, i can not remember exactly where. but yours sounds like its set to on media. it should be set to one of the other settings.
Its been a while since i have played with my mutoh, but this is what your looking for, just can not be more specific

To get the black line to stop printing:

Menu>Setup>Flushing> Change the setting to Origin instead of media

To get the printer to only print over the image:

Menu>Setup>CR Movement> Change this setting to Data instead of media

Most likely, the person who setup your printer turned those menu options off. You should be able to go into Menu>Setup>Temporary. In this menu it will list all of the menu options available and the ones with the * next to them are the ones that will show up. Scroll through and find flushing and Cr movement and make sure they have * next to them. Then they should show up in the setup menu as they should temporarily. Unfortunately I cannot remember how to make them show up permanently. It's in the service menu somewhere.

Edit: Forget about the *. It looks like you should be able to just get into the menus you need under the temporary menu. Just tried it out on a 1604.
