It's a small sized sample but appears to be Aachen Bold.

but there doesn't seem to be any serifs in the middle of the "W"...

Its actually Square Slab Serif 711 Bd customized with a little condensed action and The round corners angled and a bit of other light modifications to the top of the "t" etc. (EDIT) Oops! You are right Shovelhead! "City" & "Square Slab Serif 711" are the same. I was looking at a modified version of "City" in my veiwer.
