Any tips for cleaning water spots from matte black vinyl??

Our client's car got rained on once and his racing stripes are covered in water spots. I tried 90% isopropyl alcohol with no success.

I also contacted 3M for advice and got a nice generic PDF back. Any suggestions would be appreciated.
