What adhesive would work sticking a plastic engraved strip onto a concrete pole outdoors in December with below freezing temps?

I told my customer I would ask if there was anything to do this, so I ask the pro's here. I just have to supply the pole numbers but warned them that I am not sure if there is anything that will work in below freezing temps. Typically following some old spec ( which is just plain wrong) for the city and the poles are already installed.

Tel them to wait til spring and try again. Unless you can blow some hot air on it for 24 or 48 hours, I doubt much of anything will have any initial stick-to-it-ness.

I'm not installing , just supplying... I think the original spec was for wooden poles and you could screw them in. Not to many wooden poles anymore in subdivisions. I suggested waiting till spring but they have to be done... The Tapcons might be the way to go

I would recommend Spax #8 exterior wafer head screws. They would look a whole lot cleaner than Tapcons and require a smaller hole.
