I personally like the Orafol 651 colors, but I've also built it up with colors from 3M, Avery, Arlon, and Pantone.

I do the 851...has more colors
FS rips the Pantone library nicely but it needs to use color correction,
and with the HP Latex printers it hits the colors.
When you use the Pantone color bridge the CMYK looks muddy or milky.
The Formula Colors look clean and Vibrant.
PMS 286 is a great comparison color. Enter the numbers and run it with color correction and it Hits
Turn off color correction and enter 100/85/0/0 and you will probably match the formula swatch.
There are some formula colors that will take hours of time to match the formula,
and it is best just to go back to color correction.
