What is the best way to find new business listings?

Some state corporate commissions allow you to "subscribe" to a business list, I'd start there.

Check with your county and/or municipal business license offices. This is considered public information. In my area you can subscribe to daily updates delivered as tab delimited data that you can open in a database or a spreadsheet.

Remembers in Mpls. Mn. a legal paper was printed daily with all the legal happenings that needed to be publicly announced, for business names it was 3 days that was paid for.
Here in Orlando it is split up into other printed papers.
