First, I thought it's routed aluminum, but that would be to heavy.
What material is that?

I thought PVC would warp outdoor.
It can, but that depends on what colour you paint it, how much direct sun it gets, the thickness of the PVC, and the density of the foam.

Thick, dense PVC is often used for outdoor signs and doesn't usually warp noticeably unless you paint it black.
 
rust washing down the sign makes it look like crap, gotta be a better way

I disagree. I think it adds the look of a patina, which makes the sign look like actual metal. Give it another 5 or 10 years and it might end up looking like crap, but this level of rust that is on it now looks good, in my opinion.
