No clue. All I have is the pictures.
Says its 2mil but does not give the type of vinyl

Are you sure that's just not clear vinyl printed with white ink?

If the vinyl is clear & the print uses white ink it could be 3M IJ8150. That's a 2mil optically clear cast film that is printable & comes on a clear plastic liner.

Did you ever figure out what this was? I came across the same thing with a company called "WinCraft" and am interested in learning.

3M 7725 is thermal and screen printable, and also comes with a clear liner.
Never tried solvent printing on it though.

We print on 7725 in our latex. It is white with clear liner.

I would also say 3m electrocut (7725)

any vinyl is printable IMO, most just isn't 'QC'd' for digi printing (read: you need to clean it)

JHill....any vinyl is printable IMO
I've printed on colored cut vinyl for effects. Wipe the vinly with 90% denatured alcohol and print.
