It is done with an offset press.....Either a separate press just for the UV or on a multi colour press than can print 5 or 6 colours.....

I think a Roland LEC model or LEF model can do that, matte & gloss finish

Xerox rep stopped by the other day and showed some samples from one of their new machines that looked pretty good.

The clear dry ink station – an optional accessory for Xerox Color 800/1000 Presses – is quickly becoming indispensible for print shops around the world. They use it to apply spot or flood creative effects that bring prints to life.
Delight customers with a high-value application that few others can offer. Help your customers get creative, and save time and money by by adding clear effects quickly and easily. They can be added into your file to make a PDF, or right at your print server.

Many people us the term UV coated generically to mean a clear varnish or aqueous coating
True UV is glossier and thicker then any varnish or aqueos
Clear spot coatings can be done on offset and digital
True Spot UV coating is super expensive for the equipment, but low material cost
The quality shown in the video is well into six figures to purchase eequipment
    Vend your work
