What to charge? Or not?

I don't get it because information is missing. He is a graphic artist and if he wants to purchase sign products he should already have a commercial account with a supplier. Also, he needs two rolls for doors to a fire station. It must be one really big fire station. He said they have a vinyl cutter at his employer. Another strange thing unless it's for architectural drafting use.

I wouldn't sell it or give it at cost. Suggest to him that he should set up a commercial account with a sign supplier and be done with it. The facts of this case are weird.

what you forget is,
most suppliers do not sell to end users
he has to get a tax number.
you are probably like me, i have had a tax ID since 1973, for one business or another

a couple years ago, signs 365 refused to sell to me, because i didn't have a sign on the outside of our spotswood, nj location. they did google street view and decided i wasn't a real sign shop.

point is, it's not as easy as you think to establish an account

he would probably need to by from plastic-guy on ebay

I think the situation is he's a graphic designer who is working a not-so-graphic-design job at the factory up the road (IT support specialist). He is also a volunteer fire fighter. He probably is figuring he can use his degree to design the doors and use the cutter at work to cut the vinyl. I know this factory has a cutter and a Signwarehouse account. They do cut a fair amount of their own decals to apply to medical carts that they make. This is probably the kids job, create the decals, cut and apply to the carts. Maybe they won't let him use their account or maybe he thinks I can get it cheaper. I sent the estimate double the price plus shipping. I was sure to say, "because you are not a sign shop, I cannot sell to you wholesale". I figured if I didn't specify "sign shop" they would try to say the fire department is a business so they should get it wholesale. When I mentioned he should be able to buy it online if he's a business, he said it was a one time thing and it didn't pay for him to set up a business for one job.
