What vinyl sticks to Polypropylene HD?

We applied ControlTac prints to a Polypropylene HD water tank on the bed of a truck for a pest control company. It's been several months ago that we installed the graphics. We got a call saying the prints are lifting. I've never put graphics on this type of surface before. They stuck down initially OK but I was a bit suspect about the adhesion. We've done several vehicles for this same client and they usually use fiberglass tanks. I am wondering how to fix this. Can we remove the prints and use some kind of paint/coating on the surface and apply the prints to the painted surface? Thanks.

We use Oracal 3105HT which has a strong adhesive and works well on polypropylene.

Did you flame treat the plastic before putting on the graphics?

As mentioned, either high tach adhesive or flame treat the plastic.
