Where to buy "Top Load Frames"?

I have a customer looking to buy a truckload of this style of frame. (1000 pieces)
They are looking for around 18x24", black frame, for outdoors (convenience stores).
Creative Banner is the only vendor I use that sells anything similar, do you know anyone else that sells them?
