Where to get 400 of these custom routed plaques?...

They're 12" wide, about 1/2" thick or less and one or two colors. Black is raised, white recessed. Any suggestions are appreciated:

There are a lot of variables in that question to get an accurate answer. Material, size, carving style, etc. needs more specificity

Yes you're right. Could be a plastic like acrylic or pvc, or even foam. It has to be weather resistant. Just a straight rout--no bevel. About 1/8" deep. Also, they will be painted gold to look like a coin.

Look into laser then for acrylic.

For 400 I'd be looking into making a mold and casting them in urethane, then spray with Luminore or something similar for the finished metal effect.

No way I'd consider routing 400 of something that detailed...
