which vinyl to use?

I have a customer who wants custom stickers for employee badges. However, the badges are already laminated, and they want a type of vinyl that is impossible to remove and replace (I thought about the type of stickers used for vehicle registation decals). Anyone care to recommend a product??

by "impossible" I mean that if someone tries to take it off, it comes off in small pieces - same as vehicle licence plate decals.....

i use the oracal tamper proof vinyl ( 820 ??) & it works well for id tags in vehicles. Main reason is i can buy by the meter instead of whole roll. The only problem is it bleeds a lot which is a pain when doing bar codes & its fragile to work with, as you'd expect.
