White ink issue

We are trying to print on clear acrylic, back side with a white ink over so you can see the image from the front. Everything works well except that the first 1/4 inch of white ink does not print and it's visible from the front. does anyone know what causes this and how to prevent it?

if it seems like starvation (temporary), i've seen and done a "primer" line at the beginning of the print. this can be over a layer of tape or onto the table/flaw board portion.

It doesn't happen to be a Agfa 1224 printer is it?
I worked on one that did the same thing if you didn't prime it
before you started the print, great printer otherwise though.
