Wind runner/wind blades

I've had a couple requests for these banners. They go by different names but they are the ones that are 6-16 ft. tall, with a bend at the top.
I have a source for the hardware but I'm trying to figure out how to design/print/finish the banner itself.
Can anyone explain how to make one?
