It is for a police escort service in this case.

THAT's where I recognized it from! I was born & raised in Ohio so I knew to be on the lookout for that logo, lol.
From that result I went on to find that Colorado has a VERY similar logo and a high-quality image for tracing was obtained from here: http://garcopublicinfo.org/wp-content/uploads/2012/06/Colorado-State-Patrol-Logo.png
