fine grit sandpaper to smooth out the imperfections in the spray paint and wrap over it!

...or just wrap over it if your client wants to save a buck and doesn't care if there's little drip-lines that you can barely see through your wrap.

Art! Hot and fresh.
I have been known to take my 3m stripe off wheel for vinyl removal and used it to strip off the spray paint people put on their rides. Really does wonders since 99% of the time they don't sand first so there is no tooth for the paint to grip to ... plus it's a latex enamel not an oil enamel that automotive paint is. Charge for the stripe off wheel and you should be fine.

Quit buggin' me
Get some thinner from a paint supply store.
Thinner soaked rag in one hand and a dry rag in the other.
Wipe it on really wet and wipe it off before it can dry again.
The spray paint will come off and the base coat will not be
bothered as long as you don't let the thinner sit long enough
to loosen it up.
Should take about a minute or two at the most.
