As per the encoder strip, I cleaned it using swabs and 70% Isopropyl as per a YouTube video. It took quite a few swabs before they came thru clean. But, like I said, it didn't fix the overspray.

I run strictly Orajet vinyl through it, but yes I notice it on all materials from 3640, 3651, 3551 & 3751. I think it tends to be worse on "High Quality" vs "Standard" If its the print head, wouldn't I notice something on a test print? And if its static, whats the best solution?

Adobe 1998 is my working space for RGB in PS. Yukon, I haven't tried saving as a tiff. Hadn't thought of that - so easy to open PS in Flexi. I do have Flexi 7.6 and Flexi 8.6. Do you print from Flexi or go thru another RIP?

Not a contour cut, just a vector shape. I can copy or cut from Flexi and paste into Photoshop, but Photoshop gives me no "smart object" option when I paste. It just pastes it as pixels. Thats why I wondered if it just works from Illustrator.
