I do know The Plotter Doctor sells refurbished rollers for around $1000 with core trade-in. (IIRC)
We have a Vision CNC Router. It does a good job and is pretty reliable. The software that comes with it is not for 3D/contoured routing, but you can upgrade to it.
There is a little bit of a learning curve to using a CNC, but overall it is not too different than a plotter and most of the errors...
I'm still fighting flame polishing the edges here. We are using map gas, but sometimes it'll burn it before it polishes it and other times it turns out great.
On your Epson printer, go back into the media setting that you are using to print and re-calibrate the print material. That will help it print better (less banding) and also help ensure that it is feeding it through correctly.
You may also want to measure your prints versus your original file...
It'll be just fine. I've done a decent amount of fire boats. Use 3M 280 series vinyls though.
I remember doing one once when the water was WAY up and they couldn't take the boat out of the water... hanging over the sides of the boat out in the river squeegeeing vinyl SUCKED!

We use iStock and Adobe stock here usually for source images. However, most customers want to use photos taken with cell phones.
Do yourself a favor and get Topaz Gigapixel AI, it is seriously magic for enlarging images. On the bonus side, it is also cheap.

I would just have some acrylic cut for these. Get a sheet of clear acrylic into something like 2x2' pieces and apply the variety of vinyl to each. Some 1st vs 2nd surface vinyl, frosted crystal, perf, etc.

Everything sounds good except for the pay rate. That is what general production/vinyl weeders make here to start, most of them make the high end of those numbers. Designers, quite a lot more.
Most "wide format" printers are roll-to-roll machines.
Only some printers now accept "pieces", and I'm not sure whether or not you can get heavy enough material as a roll stock instead of sheets?

Put some ads out there for employees, it'll take a while but young people that like to work in the industry CAN be found.
We have around 15 people here. Youngest is 19, most are 20s & 30s, owners are just over 40, oldest employee (long-time installer) is 62.
We use a Graphtec that reads the barcodes continuously as long as you left-justify your prints.
We load the roll on, hit barcode mode, set it in front of the first barcode, and walk away for an hour or so and it is done.
It uses intermediate marks every 12" or so (whatever you set in your rip)...

Yes, you can pause (briefly) in the middle of a print without issue.
A slight head strike, maybe on the material clamp if it is dirty, can knock out a few nozzles during a print.
