You want the finished Perf to have a butt seam.
Depending on your abilities, you can install as a butt seam or install with an overlap and then cut the overlap so it becomes a butt seam
Perf is temp material, so any shrinkage will be minimal before it is replaced
spend this time improving your presence and knowledge.

call up the people who you bid to, ask them why.

Outsourcing is a very HELPFUL tool when used correctly...
Here is what the 2010 standards say about coloring.
There are PLENTY of "interpretations" for the "coloring" and the amount of "contrast"
I think https://www.matthewsid.com/ does modular signs like that
shipping will be costly if you have an installation ready substrate sent to you.
The best is to have someone do the graphics, you install onto your substrate.
that design is simple, plotter would give a longer life when compared to a printed sign.
What CanuckSigns said, we do the same with our scarps.
we also have a "craft" box that we fill with odd cuts, vinyl, substrates, etc.. and a local group of crafters will come and buy the entire box.
It is interesting how & what they "create" with the scraps
Here is what you need to "shred"...
having a swinging sign is a BAD idea, especially one that is a 48" x 48" size
Make a 4 sided frame, and mount between 2 posts
We would weld a steel frame out of angle
how did you prep the glass?
Looks like there was debris on the glass before install
we have taken to "scraping" glass with a wide edge razor.
even "lint-free" towels leave debris
years again while at a trade show, one of the flatbed vendors challenged people to bring "odd" items
there was pile of stuff people brought and was printed onto; full-sized doors, T-Shirts, frisbees; toilet seat, mouse-pads, dinner plates, etc...
First, you need to take a step and evaluate the situation as a whole and evaluate why this is happening;
Find the common denominator and see what can be changed to help eliminate these dissatisfying results.
