I just finished up with a customer that had the EXACT issue you are having.
It's not the motor but the encoder for the PF. The disk is either scratched or warped (most likely warped).

Always turn the power off when playing with ribbon cables. Sometimes not only will the fuse blow but the power transistor on the board will go with it. Sounds like you got lucky!

I would guess the sponge in the capping station got saturated and made contact with the bottom of the printhead draining the ink. This generally happens when the service station/cap top needs to be changed. How old is the machine and has the service station ever been replaced?

Check the cartridge level for that line, make sure you have plenty of ink.
If the level is fine then check for leaks around the manifold (where the damper plugs into the head), damper itself (these don't fail often), the o-rings where the ink line screws into the damper. Somewhere you will...
