For a lit sign 12pass with 1 overprint, or just cut it out of black vinyl and print a small R symbol separately if that's the only thing holding it up.
I don't know of any problems with the 7125, but in my opinion I like Oracal 751 better because it seems a little more flexible and has a nicer gloss surface. I just can't think of any other reason for this problem to happen in this situation unless you got a bad roll or something. A tank like...
Is it cast vinyl? Was it post heated? Was the tank wiped down before putting the vinyl on? Are they using chemicals to clean the tank? Are they blasting it off with a pressure washer?
In Flexi select the cutlines, then goto Effects -> Combine -> Weld by color. This will convert the cutlines into objects that you can color. You might have to add new cutlines.
Never used either of these companies, but it looks like they offer the 80%.

Tell the person that's creating the drawing in Arcadia to provide you with a high resolution rasterized image. Or see if you can import the PDF directly into production manager.
In AI, try exporting it as PNG @ 1200 PPI. If it can't handle it, try 600 PPI. If that doesn't work try JPG @ 600 or 1200 ppi. I think you're going to have to get it rasterized one way or another before putting it into Flexi.
