    You could use a router mounted to a table with a fence, with a 45 degree bit but table saw is the easiest way, if you are only needing to cut cleats, a $99 table saw will do the trick just fine, or a used one off craigslist.

    Yeah they are all made in china, except the "banner bug" but they are very expensive. most of them will work fine, avoid the $20 units as they tend to break very easily, but if you spend $70-100 on the stand, they are all pretty close in quality. At the end of the day it's a $5 roller blind...
