I was thinking the rear of the crate would have a hinged bar that would open horizontally . Slide them straight out the back.......Not lift them up out of the crate.
Thats a very good idea.
Why not a crate where the signs can be stacked vertical? The rear of the crate can be of solid design, and the front, have a hinged bar when you want to remove a sign. After loading the crate into the truck, it can be ratchet strapped to the truck bed.

As for "regulated" traffic signs, the HP is only approved for non-regulated signs. (3m digital traffic sign printing)

But isn't your prints opaque? The traffic jet utilizes 6 "transparent" spot colors. Not sure about your HP.
If you're printing black on white, yellow or orange HIP, thats great.
Just for an example...... If you're printing a "stop sign" on white HIP, will your red be reflective?

The only 2 print systems I know is the Traffic Jet and Matan.
(screen and transparent are not options for this job).

Can anyone recommend a supplier (someone you've worked with in the past) for Embossed Metal Equipment "Tags" ?

I'm amazed how you guys are getting 10 years outdoors with screen print.
Nazdar is guaranteeing 2 year for the 59000 and the step above 8900 inks (thermal baked) at only 4-5 year.

Screen print on HIP reflective will last longer than the a screen print on the painted alum. That much is true.
The HIP is going to add to your cost too.
Did you get any cost comparisons?
Print to vinyl and apply vs screen to HIP would be the 2 ways I would be comparing.
