If you have a vector already, forget photoshop. Take the outermost shape. You may have select several shapes that make up the outermost shapes. Do a contour of those shapes and weld/join paths so that you have a single contour shape. the size of the contour will be determined by how much of an...
look at it as geometric shapes. You can often weld together rectangles and ovals/circles to give you the look you want.

I am guessing this is a free font. I looked at dafont and unless I overlooked it, I don't see it there. Any ideas?
I realize the A's are different but sometimes instead of a lower case set, the designers have alternate letters in place of lc
there are hundreds of tutorials for photoshop to be found online. Photoshop is not the software of choice for cut vinyl but for printing it is fine. I don't think anything is going to be sign specific. So most any tutorial can be applied to the sign industry
