Take a look at the CET Color Q5-250H. its also a 64" hybrid UV printer that has the roll to roll and steel belt/ vacuum system. There aren't used ones out there that i know of but they are very affordable printers- starting at $62,500
I would consider how old the technology is. its the same printer that has been out for 5-6 years. It uses a fixed dot picoliter with the Ricoh Gen 3 heads. They are out at the 5th generation now..
The new CET Q5 series does offer a smaller table, 3.25' x 5'- this uses the new Ricoh Gen 5 heads so it has variable pl of 5, 10 and 15 for great quality.
I would highly suggest looking at the CET Color line of printers. The new Q5 series is priced perfectly for the output you can get- as well as its field upgradeable so it will grow with you!

Look into the Gerber Edge FX. its a little smaller then the 24" you are looking at, but the ease of use- as well as the ability to print white and other colors makes it easy for someone not running it full time. Plus because of its thermal nature- you don't need lamination.
Look at the GFp 563TH with a speed kit. it will do 20 ft/min for mounting. Great laminator!

I would highly suggest looking into the CET Q series. The Q4e series is equivalent if not better then the Oce 318GL. it saves you money, has same quality and speeds and allows you to print on materials up to 4" thick.
