there are many royalty free sites for high res images that will work. Corel photo paint or photoshop will work. I prefer Corel myself. But, since you are already working with Photoshop, why switch.
For Banner, we prefer Flexi.

I can cut straight from X3 to a GX-24. Running XP. I just choose it as a printer option, make adjustments in the printer properties and send. Make sure it is added as a printer with the proper driver and try again
Make sure there isn't any text or elements with it that are not in the actual bitmap. Check ungroup. Then like suggested, try convert to bitmap to see if that helps.

Seriously, if you are considering being in the sign business, start with the best equipment you can get. Stay name brand with an excellent history of service. I prefer Rolands but there are other great brands.
