One thing you should know if you are going to do braille on ADA signs is you will need to purchase license from Accent signage as they own patent on it.
Doing applique only on ADA signs does not require license but it won't meet states required codes.
Check if you have local laser engraver. As long as you will not paint or glue it this would be simple cut job.
PS, on woodworking forum "Sawmill Creek" there is a engravers section where you can find local engravers with lasers.

Are they US made or Chinese imports? All the major mfg's would have your local distributors. Search for ULS, Epilog, Trotec, Xenetech, Kern lasers, Vytech .
When you export your image in photoshop in is bitmap imege, I believe.
When imported in to Corel it will have transparent box as you say. At this point you will have to run Corel trace to get vector image. From there you will need to run contour or create boundary for cutting.
Laser manufacturer will have suggestion for blower minimum CFM and piping.
For that wattage you should go with 650 CFM minimum.
Google Harbor Freight and check under dust collectors.
