There are number of metal tags one can laser. What metal are you talking about?
Stainless steel, bare brass, copper etc. do require coating in order to achieve desired mark with Co2 lasers. With Yag or Fiber lasers marking can be done without coating.

You may also consider doing it with anodizing process. In larger quantity it is cost effective as well as more resistant to scratches/chemicals.
On smaller quantity I would suggest laser engraving JDS laserdark aluminum if 0.025 thickness is adequate (it should be for this type of job).
Corel Draw does that too. If I import DXF file created in ACAD Corel layers 21 lines on top of each one. So I have asked clients to supply me with WMF output and it is super clean 99% of the time. This might be worth to look into at your end.
IMO, a sign shop should have a better tool to produce top quality product. One can get around with $3.98 if they use it once in a while.
I happen to have Main Trophy MAXI 3-in-1 tool that does rounding/notching and hole punching. It aint cheep but it lasts for ever.
There is a company in Toronto area that builds solar powered traffic lights.
They may have capability to build something you are looking for.

BTW I would definitely take it of the carpet. If the carpet is wall to wall you can get sheet of metal, lay it under cutter and ground it.
