I have a few form pdfs I have made, and if I 'save as' the form fields still remains editable. I found the only way to 'save' the filled out form without having the form values editable anymore is the 'print to pdf' and yeah, create the blank in whatever you want, open in Acrobat Pro and create...

If there is internal access to the monument(s) etc you can put nuts on the back, or use an ultra-heavy-duty epoxy if not. but as I like to say, anything can be stolen if someone wants it bad enough.

seems I just found out that the space bar alternates between 'pick tool' and last tool used. are you accidentally hitting the space bar?
