    This sound like you have an issue with the wiring on the receptacle for either your computer or your plotter! What it sound like is one of the receptacles is wired incorrectly and is searching for ground/neutral through your equipment ground and the USB cable!

    You are correct on 36" when you have a skirting! Without skirting it is 48"! The calculations are not just simple calculations!

    kstompaint if you would check the BOCA requirement you would know that 30" is not deep enough! You are required to go below the frost line which is 48" in your area! Now maybe if you had the correct depth on you design they may not have required you to supply them with wind loads! Not knowing...
