Best way is to mask it.. and feather the masks edge.. either with a soft brush or select>feather....

PVC is great, but every once in a while we get a sheet of the cheap stuff and you can just tell. It's lighter and usually has some waves in it. We use a ton of PVC though. 6mm, 12mm and 24mm. It takes a routed edge nicely, and the routed edges hold paint well.

If I'm printing/cutting something like perf, I'll usually stick down a piece of tape or vinyl where the marks are printing. Like.. I let the first pass hit lay down my tape, and try not to forget the marks at the end.

I've got a GBC 64" cold and I have absolutely no problems with it ever. Never make adjustments except to the feed tensions. As long as you load it straight it just works.

Is the print too short/long? You can always stretch the graphic in your software to match what came out of the printer just to get you by if something got flubbed..

Mine is some old hp with like a 2gig processor and maybe 2 gigs of ram. It's running an older version of onyx than the new fancy stuff though.

Static cling is the way to go on a windshield.. it's not going to go anywhere. I'm sure someone has a suggestion for a low tack vinyl though. My dealership puts a service sticker next to my tire pressure/weight decal in my door jamb.
