nope thats banding. i used to work below a billboard and whenever clear channel came by to swap them out they would have to park a bucket truck in front of our shop. All the prints were always banded and VERY pixelated but when they are up high you would not notice.
check your blade depth.
slow the cutter down .
check your cut path. if it is too tight >< i have seen it have issues.
in plotter control adjust settings then do a test cut before running your job.

+1 - that machine is a bit old. i used to run one. lots of banding then lots of cleaning to get rid of banding. if you have enough volume of work it would be better to take that $5500 and put a down payment on a new machine with low monthly payments.
OP - dont use windex. clean the glass especially the rubber gaskets with simple green then follow up with alcohol. the good alcohol you can get from paper suppliers like mac paper. we never have any problems with corner curls and some prints have been up a couple years already.

In 2003 we purchased our first printer a seiko 64s. I had no clue about anything and learned on the job. I asked a lot of questions and read A LOT of forum posts. Your not born with the knowledge. You will have to ask questions to learn. If this is his starting point well then welcome aboard.
you could always adjust the muffler bearings and then soak the heads in diesel fuel.

if they cant deliver what was promised have them pick up the machine. if your having this much problems just getting started... how much did you pay? is it worth the hassle so far...
