4000 is a calendared vinyl with 3-4 year outdoor durability. However, in a go kart environment, road grit, paint trading, and wrecks will reduce the life expectantcy of the vinyl
One thing to remember, fluorescent vinyl has an outdoor life of about eight months. Obviously, screenprinting the color is not the same as fluorescent vinyl. Make sure your customer finds the screenprint color to be acceptable.
Do you see the HP Z series printer as a (please pardon the expression) "point and shoot" photo printer? Are you going to buy new or used? Have you considered 3rd party consumables? Is there a RIP involved? What about 3rd party media profiles? Just a few things to consider

I don't think you can create a smooth enough surface for WALL VINYL. I am +1 on INSIGNIA's recommendations, including the use of vinyl with a removable adhesive
Not to belabor the point, but is this an interior wall or a wall that rear faces the exterior? If it rear faces the exterior, what about insulation? Heat, cold, and humidity will be menacing.

+1 You need to paint it with the thickest paint (2-3 coats). That way you will create a surface that the wall vinyl has a good chance of adhering to.
