No, as capacitors can give funny readings, based on which meter leads touch which side of the capacitor. You really need a special capacitor tester to check capacitors. The primary thing is all your transistors are reading the same. When they go out, they usually short out, and this would have...
It looks like the transistors are OK. You need to replace the fuses. Do you have someone who can do this? If not, that is a service I offer. Contact me through email about that. My suggestion at this point would be to repair the board and put in 2 new heads. There is no real way to test the...

How long ago did this issue start? Are you the only one using the printer? My experience has been that the type of pattern I'm seeing in the magenta is indicative of internal failure in that channel.
Did it print the same before changing the head ribbons? In other words, did the ribbons make any difference at all? If not, it looks like your printhead is toast. This kind of streaking is electronic in nature.
Based on the shape of the magenta section of the test draw, along with the massive amount of overspray, I would say you have a defective print head. The curvature of the pattern is an indication the head is messed up internally. Have you had any head strikes in the recent past?
In addition to what everyone else has suggested, you could also create a special black only profile in Versaworks. Note this is only for printing black only text. This should force Versaworks to print with just the black channel.
Go into Media Explorer
Find a profile that has a 1440x1440...
As Frank asked...
Specifically which VersaCamm SP-540?
And a couple of questions.
Are both sets of heads old heads?
Do you get anything at all when you do a test print or is it completely blank?
When you do a medium or power clean, do you see ink coming through the system? You can check this by...
I see on the first pic there is a black smear on the right cyan on the first test draw. What caused this? As Solventinkjet has said, check the wiper and the bottom of the head for ink residue after cleaning. Sometimes internal print head damage doesn't show any visible external damage. The fact...
