Yep...that is way cool.
So...I did a bit of google sleuthing, and they are etched which makes total sense to me. For the work of doing the vinyl (either cut or printed), creating a stencil and etching is just one tiny step forward to total permanence...
Are you sure it wasn't etched directly into the glass? IMHO, it would be more cost effective to etch instead of having to maintain the print as it weathered.

So here are a couple of thoughts:
Blade -
I know it may seem obvious, but make sure you are using a sharp blade. Any letter that features acute inside angles is highly susceptible to the problem you describe. But beyond that...
Owosso Graphic Arts is a company I used to have make my hot stamping dies when I was in the business. They use an image setter to produce their film negatives / positives, and I know they have capabilities for large dies so they might be able to assist.
