from what i am seeing in the picture. you have a lot of slack in your film.
could just be cause of how you stopped. but if your take up roll is running faster than your feed speed. it will pull up with the slack.

i would look for knife cuts in your rolls. also if your starting and stopping. sometimes the laminate adhesive will make a line where it pauses. those are just 2 possible areas to check
look at your marks and see if they line up with the same areas on the pinch rollers.
looks like its marks left behind from that.
i would clean your rollers or see about increasing the vacuum a tad bit
i did a similar job once, it was for pinball machines. clear glass with digital print under it and then some white vinyl.
i didnt do a wet install i actually just ran the glass through my laminater twice to stick the print and then the white on a second pass. worked fast and easy

we dont do many street signs. but what we do is order sign blanks that are coated white.
then depending on the needs we either cover them in white reflective or not. then add black cut vinyl to them.

no real need to let your printed perf sit as the latex doesnt need to outgas.
