Is there a tool i can use to over lap 2 seperate peices, say a big flame for a race car that i cut out in 2 peices, with a 1/2 over lap so they look good, instead of cutting the decaling in half by using the knife tool. thanks

I got the form off the pa state website, now my question is do i have to fill out the form and send it in to the state, or do i just fill it out and give it to my supplier? I just do vinyl(reselling the vinyl, application tape), so im assuming i should be taxed on stuff like cd's, squeege's ect...
