Every transaction for physical goods, you must supply tracking number if you want to have seller protection. Without a tracking number a buyer can say they didn't get it and you'll lose the claim. If there is no shipping involved it would be a good idea to have a signed paper from the customer...
I process CC payments through papal, I had to submit ID, SSN, EIN etc and phone interview. I think paypal can have legitimate reasons to ask for that info. Call paypal from a number on the real paypal website and see if that is actually them requesting the info
I'm in TX, $15 is good staring wage for someone that has to be taught how to use scissors. I'm amazed by how many people don't know how to use scissors. Fast food places are paying under $10 starting here
