This type of room ID sign is pretty common but I think you're going to have to have them custom made since I doubt anyone would stock them with the room numbers you need.
There are too many variables to be able to stock ADA signs other than generic restroom and stair signs.

To the OP, those specs are typical for bids on traffic signs. Any of the major traffic sign companies (Zumar, Safeway, Newman, Lyle, Interstate, etc) would have no problem bidding on this and some of them are probably already bidding direct to the city.

Belbien has 100's of wood patterns and colors in pressure sensitive vinyl that you can apply to whatever substrate you need to.
It's not cheap but is the most realistic wood patterned vinyl I've seen.

We have a model 700 Tippman clicker that we bought several years ago for a special project. Works great. Dies aren't too expensive depending on the volume of cuts you will be doing and how intricate the die is.
We bought our dies from Precision Steel Rule Die in Idaho. Very reasonably...

We cut a lot of .010 -.020 PC on our Rotatrim cutter. Cuts it perfect. Cutter is pretty expensive but is a quality machine. We got our 50" model at an auction. Best $85.00 I ever spent.
