I saw that also with them using their boots to hold up panels. Their feet were probably numb from the cold so they did not feel anything.

Looks like they have some square tubing on their basket that is able to accept some "forks". Maybe they forgot.

i will also use a 2x4 at the bottom to hold the sign as well as wrap a rope around it to help hold it to the rails. you get one strong wind and bye bye sign panel.
