Creating Vector from a jpeg

Ok, so trying to figure this out with flexi 22.1. I have a vector shape i want to cut out from a jpeg image.
Flexi says "

Converting Marquees to Objects​

You can convert marquees into vector objects.

• Select the bitmap.
• From the Bitmap menu, select Convert Marquee to Shape.

But all is get is my vector shape in a dotted line? How do I pull it from the jpeg??

Hey there, make sure your shape is on top of the jpeg. Then select the jpeg, hold shift, and select your shape. Then go-to Arrange -> Mask -> Mask
