I also thought of the motion blur filter, but could not regenerate (NOT EVEN CLOSE) an image with the same effects as posted by Replicator. I used the Wind filter as well and still did not achieve the SAME results. I don't think that Smudge can achieve the effect either because smudge uses a free hand brush action. The effect appears to be very uniform or pulled perpendicular from the entire baseline consecutively.
Replicator, while what you created is indeed close, it does not look like it is Identical in effect to the original image as posted. While the original image does not mirror reflect itself, your final image was a direct mirror reflect. Not that it looked bad, on the contrary, it looked great but it is not the Identical in effect to the original.
So...now...I would still like to know how to achieve the image EXACTLY as the original image shows. I am going to continue to mess with it over the next few days to see what I can come up with, but in the meantime if anybody has any other ideas, let us know.
