It comes as an export plug-in in X5 on the Photopaint side.
If you don't see it you may have to install it off the X5 disks or download image.

To add to what Wayne noted, I believe it was included in X5 forward. In X7 it's Photozoom Pro 3.5. If I remember correctly, it will run as a "trail" until you register it. It doesn't cost anything to register it, but you do have to fill out the form with a valid email address and they will send you a key to unlock it.
This registration process may not be the same for X7... I honestly haven't ran it yet in my version of X7 to see.
