You'll be much better off using offset path if your cutting vinyl vs printing it.. Why you ask? When you do offset path, and ungroup the outline you have a full backing.. When you do outline stroke it only gives you the stroke of the outline where the "inside" is hollow basically.
Basically,
Offset - you lay whatever you offset ontop your offset.
Outline stroke - you lay whatever you outlined inside.
Basically,
