Haven't used Photoshop for years. Can somebody remind me how to do this effect in the background or provide a link to a similar tutorial. Or if there's a way in Illustrator that would be even better. Thanks.

Two things, there are tons of videos on YouTube showing how to substitute the background in an image using PS, second because this is a raster based image and not a vector based image, illustrator is NOT the tool to use.

Here is another tutorial on how to create Beams Of Light from nothing in Photoshop, similuar to the background in the image you prpovided:

As mentioned, use many, many layers to create the image.
