Do I need to remove the heat sink to get to it

You probably have to remove the board as it is pretty hard to get to otherwise.

Before I go and pull the board out, are you confident that from the images of that head I posted and what I’m describing that fuse is the problem?

as of now it’s not testing for continuity
So this has to be heated up and removed with a solder gun and new one resoldered in?

Exactly. Here is a link to the fuse on my site. You can also get a fuse holder and solder it on so you don't have to do it again if it blows.
