plotter cutting issue

we have a TEC axxis digital label finisher and we having a cutting issue.
getting pulling/dragging and not cutting consistently.
i changed the blade, cleaned and oiled the blade holder.
going to try replacing the holder
wondering if anyone else has some ideas what might cause this ?

Are your rollers down completely? Sometimes one of my rollers that moves the vinyl doesn't go all the way down and causes issues.
